Update on online payment system:

The Board was given a demo of the website mockup by Adam Stockwell

2026 Plans

Execute an engineering review of the and evaluation of the dam structure

Brenda asked Mike to speak about his work on Waterford’s emergency preparedness plan. Liz suggested that we ask Mike about the septic checking pills and, if they work, hand them out at the annual meeting. Brenda will follow-up with Mike.

2025 LEA Water Monitoring Summary

Total phosphorus is decreasing

Secchi depth is stable

Chlorophyll is stable

All is stable or improving

2 water samples analyzed over the summer to determine and document algae ($350)

2 winter monitoring trips for ice and water quality conditions ($750)

Deploy, retrieve, and analyze data from temperature sensor buoy ($200)

Obtain 5 fluorometric chlorophyll profiles and analyze data ($200)

Total cost for all above recommendations $1500 and was unanimously approved

MDEP - another lake has water chestnut - first time in Maine

1.2 mill inspections since 2001, and 4000 of those inspections had invasives

If you are not currently serving as an officer or committee chair, please consider volunteering for one of the open roles. KLA’s success depends on active participation from all Board members. The Bylaws require us to have “a Board of Directors consisting of not less than five (5) nor more than fifteen (15) Directors.” With recent retirements, we are now have a Board of 13 members.

KLA 2025 Annual Member Meeting Minutes
The meeting was called to order at 9:00 am on July 12th.
Thirty-eight people were in attendance, including Board members.
Meeting Business
Secretary’s Report – Riley Hasson

Financial Update:

2024 was similar year over year. The KLA ended the year with a strong cash balance and a small operating profit of approximately $2,000.
-
Our expenses were largely for the Courtesy Boat Inspector (CBI), donations to other organizations, and the operation costs of programs.
-
Our income largely came from membership dues and donations, grants for the CBI, and merchandise sales.
-
We have over $24,000 in the operation account and there is a healthy balance in the Main Community Foundation account. At the end of Q1, the account has approximately $231,000.

KLA50 Final Report:

The campaign ended at the end of 2024 and raised $105,320.

Lake Management
Water Quality – Charlie Tarbell

Summer algae sampling: $350

Temperature sensor buoy data analysis: $200

The water quality was back on trend in 2024 and to date in 2025 it is typical. However, the temperature is a bit lower year over year.

An attendee asked if we monitor septic systems on the lake
-
We have discussed E. coli with LEA but we have no systematic testing for septic overboard discharge.
-
Brenda called for volunteers to come up with a recommendation to take a more formalized approach to looking at septic systems on the lake. One option could be indicator tablets.

Milfoil Prevention

Plant Patrol – Arne Klepinger

We have a new volunteer for the patrol. If volunteers cannot fulfill their patrol duties, they should let Arne know so he can find coverage for those areas.

LEA hot spot monitoring – Charlie Tarbell

This was done last September and there were no invasives.

Courtesy Boat Inspectors (CBI) – Charlie Tarbell

We pay approximately $10,000 to have the CBI employees at the town boat launch and LEA manages this for us.
-
$5,500 of this is covered by grants and the KLA covers the rest.
-
An attendee suggested that members should have the option to contribute directly to the CBI and Brenda said we would bring this back to the Board to discuss earmarking funds.
-
An attendee asked how many milfoil observations have the CBI had? They have not found any but they have found a lot of plants.

LakeSmart – Guest Speaker, Roy Lambert from the LEA
-
The LakeSmart program is designed to educate people who own property on the lake and we need volunteers to act as evaluators. The time commitment for training is approximately 3-5 hours.
Stream Surveys – Kim Struck & T’ing Doore

We are starting to look at the properties on the streams and working to bring them into the KLA. We are sending letters to all property owners.

Kedar Brook Improvement Plan – Jonathan Hasson
-
The brook has changed dramatically in the last 45 years. It is now meandering and there is a split and an island. These changes are due to storm damage, sandy sediment, and the beaver dam. The dam has created a cut to the sand bar and increased the amount of sand deposited on the shore.
-
A lot of road sand goes down to the brook and we don’t know if the sand is low phosphorus.
-
We need to mitigate these negative changes.
-
Mike Nalipinski offered to write a letter to the Town Selectmen to investigate the same usage.
-
Jonathan is working to set up a site visit from a representative from Trout Unlimited to assess the state of the brook and to help evaluate what if any improvements can be made to the habitat.
Community & Youth Engagement
Bud Lazott Memorial Regatta (July 26, 2025) – Al Struck
-
Keoka Beach Campground is hosting the Regatta again. We have a committee boat and safety boats. The posters are going up to advertise the Regatta. We have two new camps joining the Camp Cup.
-
Registration begins at 1 pm.
Lighted Boat Parade (August 2, 2025) – Bill Robichaud
-
The priority is safety.
-
The Parade is from 7pm to 8pm. Participants should meet at the Town Beach at 6:45pm.
-
There will be a band performing at the Keoka Beach Campground after the parade.
-
We are hoping for increased participation this year.

Bill Eaton asked if we could post more signage at the Town Beach Boat Launch about the wake rules. Brenda will look into the possibility of this.

The Communications Committee are looking for more volunteers to support the newsletter and other communications.
