2026 KLA Spring Board Meeting Minutes

Call to Order at 6:30 pm

  • Meeting Location: Waterford Library

Secretary's Report

  • Minutes from 2025 Fall Board meeting were approved

 

Treasurer's Report​

  • KLA 2025 Financial Statement

    • 4k operating profit, strong cash balance

    • Operating expenses are back down to $15,800

    • CBI (Courtesy Boat Inspector) costs were lower than we budgeted for

    • Dues and donations were at a record level - $10,460

    • At the end of Q1, MCF had $256,301, which is +10.9% YoY

    • Dam Liability Insurance quote is about $500 higher this year 

  • The following 2026 were approved by the Board:

    • $100 to the Waterford Fire Department

    • $100 to Stoneham Rescue 

    • $100 to the Lake Stewards 

    • $100 to the Wilkins Community House 

    • $200 to Maine Lakes 

    • $1,200 to LEA 

  • Update on online payment system:

    • Goal: To be able to take memberships and donations at the same time

    • The Board was given a demo of the website mockup by Adam Stockwell

    • Board members will test this for our own annual memberships prior to July 11 annual meeting

    • If the test goes well, we will announce the online payment system at the annual meeting

 

2026 Plans

Charlie Tarbell’s parting shots and action items:

  • Execute an engineering review of the and evaluation of the dam structure

  • Ensure that Waterford’s Comprehensive Plan addresses water quality in lakes and streams town-wide

    • Letters sent to all mailboxes and post office box

    • Selectboard is picking who is on the planning committee and subcommittees

  • Engage stream-side property owners – Mark Lenassi

    • No update from Mark

    • We don’t know the scope of the task yet

  • Appoint an official KLA liaison to the Town of Waterford for CBI, boat ramp maintenance, etc.

    • Bill Eaton helping with CBI

    • Jonathan is on the Select Board and will be the KLA liaison

  • Appoint a LEA liaison 

    • Bill Eaton volunteered

  • Address drainage hot spots at the Boat Launch and Sucker Brook

    • Jim Flynn volunteered

  • Find an apprentice to work with Andy Tabor of KLA hazard, navigation, and loon buoys

    • Potential volunteers include Quentin Stockwell, Robichaud grandchildren

  • Engage with the Town of Waterford on a septic system inspection plan

    • Mike Nalipinski is doing this - suggestion was put to the town and it was not accepted

    • Plan was regular testing on 3rd or 5th year.  Brenda will attend June 17 Planning Board meeting.

    • Brenda asked Mike to speak about his work on Waterford’s emergency preparedness plan.  Liz suggested that we ask Mike about the septic checking pills and, if they work, hand them out at the annual meeting.  Brenda will follow-up with Mike.

2025 LEA Water Monitoring Summary

  • Total phosphorus is decreasing

  • Secchi depth is stable

  • Chlorophyll is stable

  • All is stable or improving

LEA advanced testing proposal

  • 2 water samples analyzed over the summer to determine and document algae ($350)

  • 2 winter monitoring trips for ice and water quality conditions ($750)

  • Deploy, retrieve, and analyze data from temperature sensor buoy ($200)

  • Obtain 5 fluorometric chlorophyll profiles and analyze data ($200)

  • Total cost for all above recommendations $1500 and was unanimously approved

Invasives (report by Arne Klepinger)

  • MDEP - another lake has water chestnut - first time in Maine 

  • 30 lakes (less than 1%) have invasives

  • 10 Most Wanted Invasives chart available at www.lakes.maine\invasives

  • 1.2 mill inspections since 2001, and 4000 of those inspections had invasives

Plant Patrol Plan - Arne Klepinger

  • We have someone from the campground to patrol

  • Sarah Stockwell is no longer available to do the paddleboard patrol

Stream Survey Plan (volunteers needed)

  • Health of the streams flowing into the lake

  • 6 inflows

  • Check for blockages and things in the water that shouldn’t be

Membership Report and 2026 Plan (Paige Nalipinski with Liz reporting for her)

  • 25 members have paid

  • $900 in unrestricted donations

Communications Plan (Brenda Hambleton)

  • Need volunteers

Merchandise Sales Plan (Joanne Eaton)

  • Wants apprenticeship

  • Brenda has a volunteer – Riannon Hambleton to do online merchandise

Water Safety Plan & Loon Nest Update (Andy Tabor)

  • Installed last Sunday

KLA Stream Project Plan (both Kim & T’ing have retired from the Board)

  • No update

Kedar Brook Improvement Plan - Jonathan Hasson

  • Jonathan will give an update at the annual meeting

  • Partnering with Trout Unlimited

  • Potentially organizing a brook cleanup

Watershed Engagement and Improvement  (Tom Hammett with Jim Flynn reporting for him)

  • Tom or Jim needs to check with the town about a permit for use of the Town Beach

  • KLA will sponsor if town approves

If you are not currently serving as an officer or committee chair, please consider volunteering for one of the open roles.  KLA’s success depends on active participation from all Board members.  The Bylaws require us to have “a Board of Directors consisting of not less than five (5) nor more than fifteen (15) Directors.”  With recent retirements, we are now have a Board of 13 members.

KLA 2025 Annual Member Meeting Minutes
 

The meeting was called to order at 9:00 am on July 12th.

 

Thirty-eight people were in attendance, including Board members.

 

Meeting Business

Secretary’s Report – Riley Hasson

  • The motion to approve the report was approved. 

 

Treasurer’s Report – Liz Stockwell

  • Financial Update:

    • 2024 was similar year over year. The KLA ended the year with a strong cash balance and a small operating profit of approximately $2,000.

    • Our expenses were largely for the Courtesy Boat Inspector (CBI), donations to other organizations, and the operation costs of programs. 

    • Our income largely came from membership dues and donations, grants for the CBI, and merchandise sales. 

    • We have over $24,000 in the operation account and there is a healthy balance in the Main Community Foundation account. At the end of Q1, the account has approximately $231,000.

  • KLA50 Final Report:

    • The campaign ended at the end of 2024 and raised $105,320.

  • Grant Approval

    • Last year we donated $1,800 to the organizations listed below.

    • Proposed donations this year:

      • $100 to the Waterford Fire Department

      • $100 to Stoneham Rescue

      • $100 to the Lake Stewards

      • $100 to the Wilkins Community House

      • $200 to Maine Lakes

      • $1,200 to LEA

    • The motion to approve the slate of donations was approved.

  • Membership – Paige Nalipinski

    • At the time of this meeting, 68 memberships have been paid. This time last year there were 89. 

    • We are working on an online payment system. 

    • There are no family memberships available. Membership is $25 per person. 

    • Additionally, we received $3,300 in donations attached to membership fees. 

  • Merchandise Sales – Ginger Eaton presented for Joanne that sales are going well and there is a lot of new merchandise.

Lake Management

Water Quality – Charlie Tarbell

  • Total spend in 2024: $1,500

    • Summer algae sampling: $350

    • Winter monitoring: $750

    • Temperature sensor buoy data analysis: $200

    • Fluorometric chlorophyll analysis: $200

  • The water quality was back on trend in 2024 and to date in 2025 it is typical. However, the temperature is a bit lower year over year. 

  • An attendee asked if we monitor septic systems on the lake

    • We have discussed E. coli with LEA but we have no systematic testing for septic overboard discharge.

    • Brenda called for volunteers to come up with a recommendation to take a more formalized approach to looking at septic systems on the lake. One option could be indicator tablets.

 

Milfoil Prevention

  • Plant Patrol – Arne Klepinger

    • We have a new volunteer for the patrol. If volunteers cannot fulfill their patrol duties, they should let Arne know so he can find coverage for those areas. 

  • LEA hot spot monitoring – Charlie Tarbell

    • This was done last September and there were no invasives.  

  • Courtesy Boat Inspectors (CBI) – Charlie Tarbell

    • We pay approximately $10,000 to have the CBI employees at the town boat launch and LEA manages this for us.

    • $5,500 of this is covered by grants and the KLA covers the rest. 

    • An attendee suggested that members should have the option to contribute directly to the CBI and Brenda said we would bring this back to the Board to discuss earmarking funds. 

    • An attendee asked how many milfoil observations have the CBI had? They have not found any but they have found a lot of plants.

 

LakeSmart – Guest Speaker, Roy Lambert from the LEA

  • The LakeSmart program is designed to educate people who own property on the lake and we need volunteers to act as evaluators. The time commitment for training is approximately 3-5 hours. 

 

Stream Surveys – Kim Struck & T’ing Doore 

  • KLA Stream Project Plan – Charlie Tarbell

    • We are starting to look at the properties on the streams and working to bring them into the KLA. We are sending letters to all property owners. 

 

Kedar Brook Improvement Plan – Jonathan Hasson

  • The brook has changed dramatically in the last 45 years. It is now meandering and there is a split and an island. These changes are due to storm damage, sandy sediment, and the beaver dam. The dam has created a cut to the sand bar and increased the amount of sand deposited on the shore. 

  • A lot of road sand goes down to the brook and we don’t know if the sand is low phosphorus. 

  • We need to mitigate these negative changes. 

  • Mike Nalipinski offered to write a letter to the Town Selectmen to investigate the same usage. 

  • Jonathan is working to set up a site visit from a representative from Trout Unlimited to assess the state of the brook and to help evaluate what if any improvements can be made to the habitat. 

 

Community & Youth Engagement

Bud Lazott Memorial Regatta (July 26, 2025) – Al Struck

  • Keoka Beach Campground is hosting the Regatta again. We have a committee boat and safety boats. The posters are going up to advertise the Regatta. We have two new camps joining the Camp Cup. 

  • Registration begins at 1 pm. 

 

Lighted Boat Parade (August 2, 2025) – Bill Robichaud

  • The priority is safety. 

  • The Parade is from 7pm to 8pm. Participants should meet at the Town Beach at 6:45pm. 

  • There will be a band performing at the Keoka Beach Campground after the parade.

  • We are hoping for increased participation this year. 

 

Communications – Melissa Tarbell, Priscilla Treadwell, & Brenda Hambleton

  • Bill Eaton asked if we could post more signage at the Town Beach Boat Launch about the wake rules. Brenda will look into the possibility of this. 

  • The Communications Committee are looking for more volunteers to support the newsletter and other communications.
